Sgt. Rebecca Carlisle speaks about the Open Carry Gun Law at the Be Tomball Ready meeting on Thursday, August 20, 2015

The Open Carry Gun law was the topic of discussion at the Be Tomball Ready meeting on Thursday August 20.

Guest speaker Tomball Police Department Sgt. Rebecca Carlisle gave a presentation providing information about the law including how it may affect communities, business owners, employees and individuals. Carlisle also stressed the importance of being safe when carrying a gun.

“The number one rule in gun safety is guns are always loaded,” she said.

The new law takes effect on January 1, 2016. It is important to know your responsibilities under this law, especially when traveling to other states.

Gun owners may use concealed carry permit reciprocity maps to find out which states have reciprocity with each other and where they can carry concealed. It is also pertinent to be knowledgeable of Texas penal codes regarding carrying concealed handguns.

“Ignorance of the law is not an excuse…the laws are very simple and we must all abide by them,” said Carlisle.

Attendants had an opportunity to ask questions concerning the proper response when seeing a person carrying a gun in public, what to do in the case of an intruder in the house and when to call 911.

Carlisle addressed other topics including new laws for the concealed handgun license program, proper signage for private businesses and churches forbidding entry of a handgun by a license holder and the exceptions to the law.

Information was provided about the new campus carry law, which is effective August 1, 2016. The effective date however for a public junior college is August 1, 2017. Judith Garner, president of BTR, said the organization has received numerous requests to share accurate information on open carry from a law enforcement perspective.

“This was a wonderful presentation and very informative. It was a great turnout today.”
